City of Emporia Comprehensive Plan
Overview
Emporia, Virginia is a community of 5,500 residents strategically located at the convergence of U.S. Routes 58 and 301 and Interstate 95. Much like the rest of Southside Virginia, the City has traditionally depended upon manufacturing industries as its employment base. Because of the downturn in these industries, the City has found itself declining both physically and economically since the 1990s.
Approach
Community Planning Partners prepared the 2007-2027 Comprehensive Plan in cooperation with community leaders. Working closely with the Planning Commission, City Council, and City staff, existing conditions were analyzed, potentials for development identified, and recommendations developed for the future. The plan focused on attracting a diverse mix of new residents and business developments. It also served to maintain the area's high quality of life and low cost of living through a series of goals and objectives along with implementation strategies. One of the neighborhoods targeted for revitalization in the Comprehensive Plan was awarded a $1.4 million Community Development Block Grant by the Virginia Department of Housing and Community Development in 2010.
