City of Kilmarnock Mary Ball Road Neighborhood Improvement Project
Overview
The Mary Ball Road neighborhood is a predominantly African-American community located in the southern end of the Town. The neighborhood had recently been taken into the town boundaries and lacked public water and sewer. Aging septic systems, shallow wells and substandard housing conditions were present throughout the neighborhood. The Town applied for, and received, a 2009 Community Improvement Grant (CIG) to address these issues.
Approach
Many public meetings and in-home interviews were conducted in order to organize the community, explain the housing program, and obtain community buy-in for the proposed public water/sewer extension. Community Planning Partners worked closely with local residents to formulate a project that addressed the needs of the community. The project application was awarded $1,385,455 in July 2009 for housing and infrastructure improvements.
